Bon, ca m'a pris du temps, mais voici la question posee a la FAA:
"Hi,I have a question regarding the issuance of an FAA certificate based on
a foreign license.
Some European countries do not have night flying privileges with their PPL.
When an FAA license is issued based on that foreign certificate, the holder
will be restricted to day-time flying only.
In order to have this restriction removed, would it be enough for the
candidate to show proof of night training with an authorized instructor (3
hours, and 10 take-offs and landing to a full stop) to the local FSDO or is
there an other procedure, besides taking the PPL or CPL practical test?

"Dear Sir,
When a FAA license has been issued based on a foreign license (FAR 61.75),
all of the limitations on the foreign license apply to the FAA license.
You must have night flying privileges on your foreign license before night
flying can be done on your FAA validation license. Otherwise you would
need a full FAA license (by flight test), with the night flying
qualification for the FAA license having been met.

"Dear Mr. : The restriction for night flying would or should be on the foreign license, not the FAA license. Unfortunately, we cannot change the privileges of the foreign license on which the FAA license is based. In order to have night flying privileges on your FAA license, you must meet the night flying prerequisite requirements for the foreign license and pass whatever written and/or practical tests are required to remove the restriction on the foreign license. Once the restriction is removed from your foreign license, you would be authorized night flying privileges on your FAA license with no further action required on your part. The reason is that your FAA license is based on the privileges and limitations of your foreign license. Please advise if you require further information.

Pour ceux et celles qui ont eu la chance de beneficier d'un inspecteur du FSDO local qui leur a donne une license FAA sans restriction, tant mieux, mais ce n'est malheureusement pas la voie officielle...
