Circuit VFR "basse hauteur"?

C'est possible de faire un circuit VFR "basse hauteur" en CTR quand le plafond est sous 1000ft sol avec visi > 5000m?

Quand plafond est sous 600ft sol, la clairance SVFR n'est plus possible, c'est possible de faire un circuit basse hauteur en clairance VFR avec visi > 5000m?

La VAC permet un circuit VFR a 300ft sol,
Circuits “basse hauteur” : minimum 300 ft AAL uniquement sur clairance ATC et dans le cadre des vols d'entraînement avec instructeur à bord

En lisant SERA, je vois que l'obligation de clairance SVFR n'exisite plus pour ce cas de figure:

(b) Except when a special VFR clearance is obtained from an air traffic control unit, VFR flights shall not take off or land at an aerodrome within a control zone, or enter the aerodrome traffic zone or aerodrome traffic circuit when the reported meteorological conditions at that aerodrome are below the following minima:

Je ne parle pas d'un circuit VFR "normal à 1000ft sol" en CTR...
