Hallo I am new to the forum
Sorry I don’t write French very well, so I hope I can get some help in English. I have recently obtained the BB License. I have been accepted into a government program but cannot have an EASA PPL/LSA at the time I start the program in April 2017. However, I am allowed to have a French national license (BB). After finishing the program I plan to get my PPL. I am passed the long cross country flight for the PPL. I have a question regarding PIC time with the BB. Can I count the hours I fly with my BB license as PIC hours or do I really have to fly under a flight instructors solo flight authorization to get the time counted towards CPL minimum time requirement?

I believe that all solo time on airplanes will be included in the 100 hours required.
Whether this time was made in Europe, or in America with a N-xx plane, whether it was before or after your ppl, all of this should not matter.
However do take care about the cross country flights requirements for the CPL and IR.
You need 50 hours of cross country flight for the IR, which you obviously can't get with your BB.

- an aircraft with an EASA airworthiness certificate;
- as the pilot in command (entered as such in your logbook, and in the journey log),
you can count those hours towards the minimum PIC time requirement for the CPL.
Solo time is always counted as PIC time. If you are not alone in the aircraft, it's PIC time if you are ... the PIC.
As for non EASA aircraft, such as homebuilt aircraft or non EASA ICAO compliant aircraft, I don't know.
